Submission of the licensing form after filling in by the companies applying for a license to practice commercial diving activities. Attached therewith is an application submitted in the name of Rear Admiral \/ Head of the Maritime Transport Sector, explaining the nature and type of diving activities for which a license is required.<\/li>\n
Required documents for issuing licenses:<\/u><\/strong><\/li>\n<\/ol>\n
\n
Company data (name \/ address\/company phone no.(s) \/ name of the manager in charge and criminal record thereof, for the benefit of the Maritime Transport Sector\/name of the quality control officer and his experience certificates \/ name of the occupational safety and health officer and his experience certificates)<\/li>\n
The company’s articles of incorporation including the activity for which a license is required.<\/li>\n
The company’s capital declaration (not less than 750, 000 L.E\u00a0off- coast, and 500,000 L.E within- coast)<\/li>\n
Permanent company headquarters address and documents thereof (ownership \/ lease contract).<\/li>\n
The organizational structure of the company including : \n-Employees of all degrees \n-Experience documentation of senior management positions occupants \n–Social insurance for divers<\/u>; noting that the Diving Team Within-Coast <\/u>must consist of:\u00a0 (3 divers + a diving supervisor), and the Offshore Diving Team <\/u>consists of (4 divers + diving supervisor) with the submission of commercial diving professional identity cards issued to divers from The Egyptian Authority for the Safety of Maritime Navigation<\/u> according to their qualification certificates.<\/li>\n<\/ul>\n\n
Approvals of the competent security agencies (the Armed Forces Operations Authority Authority).<\/li>\n
An official extract from the commercial register verifying the company’s activities for which a license is required.<\/li>\n
A copy of the tax registration card showing the company’s activities for which a license is required.<\/li>\n
Foreign workers, who will be employed, and their data as well as the foreign partners, if any, and security approvals thereof.<\/li>\n
How to create a new user account A declaration of the license applicant’s ownership of operating equipment, the value of which is not less than 250,000 L.E<\/u> for a license to practice off-shore activities<\/u> and 55,000 L.E<\/u> for a license to practice within-coast activities<\/u>.<\/li>\n
A declaration of the equipment owned by the company, stating its specifications (type \/ quantity \/ factory serial \/ year of manufacture \/ extent of its efficiency), and an undertaking sealed by the company stating that the mentioned equipment is in the possession of the company, specifying storage address<\/u>.<\/li>\n
Certificates of periodic inspection of diving equipment included in the documents provided and owned by the company and the periodic maintenance plan thereof.<\/li>\n
In case of working off- coast<\/u>, a protocol is required between the company and another party that can provide the necessary pressure chamber to aid divers when needed. (Such as hospitals affiliated to the Navy).<\/li>\n

Within- coast:<\/u><\/strong> \nQuality Control Certificate 9001\/2015 \nOff-coast:<\/u><\/strong><\/li>\n

The training program for divers over the course of a full year (stating a specific year) with an indication of the place for training divers(within \/outside the company).<\/li>\n
A letter of guarantee for the benefit of The Maritime Transport Sector, valued at: \n– (35,000 L.E) for work performed within coast \n– (50,000 L.E) for work performed off-coast.<\/li>\n<\/ol>\n<\/td>\n

Annually reviewing data submitted by companies, whether they are annually updated or changed by the companies.<\/li>\n<\/ul>\n<\/td>\n
Important and Mandatory Instructions and Requirements:<\/strong> \nCompanies operating in the field of commercial diving in-shore \/ off-shore the coastline must comply with Ministerial Decree No. 466\/2018 regarding the issuance of Egyptian commercial diving licenses, specifically the occupational safety and health requirements stated in the Egyptian Commercial Diving Code, as follows:<\/p>\n\n
Ensure the availability of valid certification for all diving equipment used (Articles 112\u2013135).<\/li>\n
Provide a hazard assessment according to the diving project plan (Article 49).<\/li>\n
Have an approved diving work permit (Articles 53\u201358).<\/li>\n
Provide an evacuation and emergency plan (Diving Contractor Clause \u2013 Article 43).<\/li>\n
All divers must obtain a commercial diver license for operations inside the coastline, issued by the Egyptian Authority for Maritime Safety (Chapter IV \u2013 Articles 20\u201326).<\/li>\n
A certified in-shore commercial diving supervisor must be present to oversee diving operations (Articles 143\u2013158).<\/li>\n
A standby diver must be available and ready to enter the water (Standby Diving \u2013 Article 47\/Paragraph D \/ Articles 100\u2013102).<\/li>\n
Relevant authorities (shipping agent \/ vessel master \/ port authority) must review the contractor\u2019s diving operations, sign the diving project plan, and review the hazard assessment.<\/strong><\/li>\n<\/ol>\n<\/td>\n
