The General Administration for Organization and Administration
The General Administration for Organization and Administration, which is specialized
in the following:
- Offering assistance to the organization and administration units, concerning organization,
ordering professions, training, and giving technical consultation about it.
- Preparing studies concerning performance rates, professional specification, determining
the overlabor in the bodies under the maritime transport sector.
- Preparing the studies and researches concerning simplifying the procedures in the
maritime transport sector and following-up its implementation.
- Preparing a system for ordering professions, taking into consideration the instructions
issued by the central administration to order professions in the central system
for organization and administration in this regard.
- Collecting detailed data about occupiers of the first degree and up in the Maritime
Transport Sector and the necessary data about employees, categorizing and analyzing
them for the purpose of categorizing the workforce.
- Setting plans and programs for training the employees in the Maritime
Transport Sector in the light of the country's general policy and the national plan according
to the standards of the Maritime Transport Sector in the following fields: leading
training – general administration training – specialized training – vocational and
technical training – training new employees.
- Supervising the preparation of plans and balances of the annual training of the
Maritime Transport Sector and presenting it to the central system for organization
and administration, workforce and training ministry and the higher council for developing
and training the human forces in the ministry council.
- Working on achieving the training targets set by workforce and training ministry
and the higher council for developing and training the human forces in the ministry
council, regarding the vocational and technical training set by the central system
for organization and administration concerning the administration training.
- Supervising the preparation of plans and systems for training the maritime workforce
of the Maritime Transport Sector in different specializations in various maritime
institutions and following-up its implementation.
- Following-up the training of the maritime workforce of the Maritime Transport Sector
in various maritime institutions.
- Announcing the internal and external grants and scholarships or joining different
maritime institutions concerning the employees in the Maritime Transport Sector,
preparing the necessary nomination for it and accrediting it from the competent
authority.
- Following-up the implementation of the different training programs for the Maritime
Transport Sector.
The General Administration for Organization and Administration consists of the following
regulatory divisions:
- Organization and Work Process Administration.
- Professions ordering and planning workforce administration.
- Training administration.
Organization and Work Process Administration, which is concerned
with the following:
- Studying the regulatory structures and preparing the regulatory studies and suggestions,
which leads to a good working flow and improve its efficiency.
- Offering the technical opinion about the organization projects in the systems under
it.
- Performing the studies concerning simplifying the procedures, models, documents
and planning the place of work to raise the performance efficiency.
- Performing the studies concerning the performance rate and determining the professional
specifications.
- Preparing and publishing the work agenda especially the operations concerning the
public and also the administrative agenda for the body.
- Saving all the regulatory documents of decisions and instructions made and organized
for the maritime transport sector.
- Preparing the periodical reports regarding the regulatory situation.
- Preparing the studies of the regulatory development of the maritime transport sector.
Professions Ordering and Planning Workforce Administration
- Preparing a system for ordering professions on the base of their façades and responsibilities
and determining the necessary qualifications for occupying them, taking into consideration
the instructions issued by the central administration to order professions in the
central system for organization and administration and the ministerial council in
this regard.
- Participating in the preparation of balancing professions' projects in the general
department of the ministry and the units under it.
- Supervising the procedures of implementing the professions ordering system in the
following systems.
- Following-up the reevaluation of the professions in the ministry, the systems and
the units under it and accrediting them from the competent authority.
- Preparing the recommendation concerning the systems development and regulations
regarding the allowances, rewards and compensations.
- Determining the needs of the ministry and systems under it of the workforce and
drawing its distribution policy on the different work sectors according to the set
professional specifications.
- Collecting detailed data about the occupiers of the first degree and up in the Maritime
Transport Sector and saving their data, categorizing and analyzing them for the
purpose of planning the workforce and informing the central system for organization
and administration of the whole situation in this regard.
- Determining the number, type and level of the employees in the body and the units
under it and determining the bodies' needs of the employees from all specialties
and types in cooperation with the personnel in the bodies.
Training Administration
- Participating in setting the training policy according to the standards of the Maritime
Transport Sector.
- Setting plans for training employees in the Maritime Transport Sector upon the coordination
with the competent authorities in the units under it and following-up the implementation
of these plans after accrediting them – in the following fields:
- The Leading Administrative Training.
- The General Administrative Training.
- The Specialized Training.
- The Vocational and Technical Training.
- New Employees' Training.
- Contacting different internal and external training systems and exchanging experiences,
researches, statistics and studies.
- Performing an overall survey for the employees in the body and the units under it
to stand for the necessary training needs in the light of analyzing the characteristics
and specifications of different professions to develop their skills and efficiencies,
determine the necessary capabilities and set the training plan for the body in participation
with the personnel in the light of the sufficiency reports.
- Preparing the rehabilitation and training maritime workforce programs in different
specialties and following-up their implementation and preparing the necessary recommendations
for maritime institutions and accrediting them from the competent authority.
- Supervising the employees' training in the general department of the ministry and
the units under it.
- Distributing the grants and scholarships of the Maritime Transport Sector on all
the sector's employees according to the required specialties in the light of a plan
that secures justice and equality of chances among all the employees in the Maritime
Transport Sector.
- Receiving all the grants, scholarships, training courses, and scientific conferences
inside the country and abroad for all the units of the Maritime Transport Sector
and in various different fields and specialties, announcing them internally and
prepare for their nominations and taking their accreditation procedures from the
competent authority and following-up their implementation according to the set plan.
- Working on achieving the training targets set by the high council for training and
implementing the decisions issued from it and from the workforce and training ministry
concerning the specialized, vocational and technical training and the central system
for organization and administration regarding the administrative training and administrative
development.
- Informing the training high council during October of each year by supplying it
with the annual training plans for the ministry's general department and the units
under the Maritime Transport Sector.
