The Central Department for Maritime Transport Affairs

Supervises the planning for Commercial activities of Maritime Transport Companies, follows up on the Ministry's policy on the Maritime Transport activities related to public, joint and private sectors' units and coordinates between them, prepares and plans for providing efficient maritime labour facing the increasing need for this labour locally and Internationally by preparing draft Ministerial laws and resolutions which agree with International laws and systems in this field.

The Central Department for Maritime Transport Affairs consists of:

1-The General Department for Maritime Transport.

• Maritime Transport Department.
• The Follow-up Department on Shipping Activities.
  • The General Activity Follow-up Section.
  • The Follow-up Section for Joint and Private Activities.

2-The General Department for Maritime labour.

3-The Secretariat Unit.

The Maritime Transport Department is responsible for:

• Participation in setting Investment and five-year plans according to the instructions of Finance and Planning Ministries to the M.T.S.
• Setting planning budgets for M.T.S. units.
• Suggesting the required amendments and development on plans to suit the practical application and the conditions of the commercial activity abilities.
• Distributing quarterly and half-yearly money shares of foreign currency among the M.T.S, units concerning the invisible expenses of goods requirement and investments as per the finance Ministry's allocation for the ordinary, emergency and construction budgets as well as loans and foreign aids.
• Preparation of draft Ministerial resolutions required to implement the resolutions of directory boards of affiliated economic units.
• Preparation of draft legislations required to develop the Maritime transport activity in A.R.E.
• Setting polices for navigational agreements with Countries and A.R.E. participation in International navigational conferences and joint navigational lines for the public welfare and the national economic service.

The follow-up Department for shipping activity which consists of:

• The General Activity Follow-up Section.
• The Follow-up Section for Joint and Private Activities.

The General Activity Follow-up Section is responsible for:

• The follow-up on implementation of investment and production plans through monthly, quarterly and half-yearly follow-up reports.
• Identification of problems and difficulties of implementing investment and production plans, presenting the required proposals to resolve them.
• Periodical estimation of projects being implemented and making progress reports on their development.
• Establishment of follow-up forms related to investment and production plans and providing the concerned bodies with them.
• Following-up on the implementation of programmes of support, operation and maintenance of the Egyptian Merchant fleet.
• Study and Survey of planning and final budgets and final accounts of economic units before presenting them to the General Assembly.
• Drawing-up financial analysis budgets, making performance appraisal reports, reviewing operation rates and presenting proposals to increase and improve performance.

The Follow-up Section for Joint and Private Activities is responsible for:

• The implementation of the Ministry's policy on establishing joint and private sector companies, preparing required projects and legislation and obtaining the required acceptances.
• Monitoring the activity of joint and private sector companies within the Ministry's policy in this regard and Coordinating with them for the benefit of the National Economy.
• Studying problems and difficulties which hinder the joint companies' activity, resolving them and making periodical reports on them.

The General department for Maritime labour which consists of:

• The Maritime labour planning Department.
• The International Cooperation Department.

The Maritime labour Planning Department which is responsible for the following:

• Compilation and classification of Maritime labour in various work fields.
• Setting Maritime labour plans, proposing the required salaries and decisions for all Maritime units and following- up on the implementation of these plans.
• Setting plans for provision of Maritime labour to different sectors and following-up their provision to public, joint and private sectors' units as well as Arab and Friend Countries.
• Carrying out studies and researches in Maritime labour field and recommending the conclusion of International and bilateral agreements to coordinate employing Maritime labour and overcoming obstacles and difficulties facing them.

The International cooperation Department which is responsible for:

• Setting policies to make use of the International abilities in Cultural and International fields concerning developing the capabilities of the ship's crew and exchanging technical experience in this field.
• Organizing the A.R.E accession to International and bilateral conventions related to Maritime labour Coordinating with the foreign Ministry.
• Setting policies for offering aids and experience related to Maritime labour for the Arab and Friend Countries.
