These targets will be implemented in the light of the following policies
- External marketing (focusing on Europe and Far East then Africa) and supporting
foreign, Arab and Egyptian investment.
- Using international and scientific performance indicators (PPI) as measurement identifying
mark (benchmark).
- The conformity between development and legislation ( legislation shall cope with
and amend development procedures to be in the same framework).
- As approved by the cabinet, implementing landlord system in managing main ports
as the most spreading system worldwide, and not transferring ports authorities to
private or holding companies.
- Developing services level offered to port users to satisfy clients as principal
mean to gain without prejudice to the service quality: it is the international transport
industry characteristic.
- Rapid development in addition to supporting private sector in starting projects
after 3 months from approving projects study.
- Private sector contribution and non intervention of the government in pricing services
performed by private sector.
- Transparency, coordination and deliberation with all maritime transport industry
parties.
- Accuracy of data and information as a base of analysis, planning and studying.
- Generalization of electronic data interchange (EDI) and electronic management in
all Egyptian ports.
- Accepting reasonable risk in big projects taking into consideration vulnerability
of huge international shipping lines.
- Stabilization of policy, dues and charges, as well as complying with IMO resolutions,
e.g. implementing ISPS code, and keeping Egyptian ports in white list of international
ports.
- Centralization planning and decentralization of implementation (long term planning:
20 years, and temporary planning: every 5 years, accompanying with implementation
flexibility according to international market development).
